Despite pay freeze, UM raises administrator's pay by $10K after job offer
At a time when most university employees haven’t seen a pay raise in nearly three years, a University of Montana administrator was recently awarded a $10,000 salary increase.
Beginning on July 1, Associate Vice President of Administration and Finance Rosi Keller received a $10,000 boost in her annual base pay of $133,769, bringing her yearly salary to $143,769.
Her boss says the raise was part of UM’s effort to retain Keller, who received an offer from Eastern Oregon University to serve as its vice president of administration and finance.
Countering a job offer to encourage an employee to stay is common practice in the Montana University System, especially with faculty. What’s rare is for a university to make a so-called “market adjustment” for an administrator.
Not only was Keller granted a pay increase, UM also offered her son a full tuition waiver to attend UM, a benefit that is unavailable to nearly all other university employees under the Montana Board of Regents faculty and staff tuition waiver policy.
It’s also worth noting that Eastern Oregon University, a school of about 4,000 students in La Grande, said the salary range for its vice president of administration and finance job was between $110,000 and $130,000 a year — and the person ultimately hired for the post was not offered more than the upper end of the range.
“It’s not just about money,” said Bob Duringer, UM vice president of administration and finance. “It’s about going from an assistant vice president to vice president and the opportunity to make a big difference. It’s about ego. It’s about other perks that were mentioned to her. It wasn’t just a money offer.”
Duringer added: “She’s a woman of exceptional talent. I would never have been able to replace her. This was a complete no-brainer on our part. When things happen, you have to respond to it. You can’t say you’re too scared to go forward.”
UM declined to say what Eastern Oregon University offered Keller.
“I made the counteroffer I thought I needed to make to get the retention accomplished,” said UM President Royce Engstrom. “There’s nothing more I can say about this.”

Despite a statewide pay freeze, there are reasons university employees may see their base salaries increase. First, unions can negotiate with the university for higher pay, which they are now doing for the current biennium.
