Portland Struggles to Recover From July 8th Deluge
Portland homeowners, businesspeople and town officials continue to tally the damages from last Friday's fierce storms that dumped 5.5 inches of rain in less than two hours. The rainfall was measured by the Portland Fire Department.
The storms arrived in a cluster that hit Middletown, Cromwell and Portland and while there was lightning and thunder and some wind, it was the unrelenting deluge that did much of the damage.
"The Friday storm wreaked havoc on the town," said First Selectman Susan Bransfield.She said so much rain is ovewhelming for any municipal drainage system.
The rain caused a torrent of raging water that came down parts of the great hill that dominates Portland's residential area. Near its summit is the high school and middle school. The water seemed to gather force and carried stones, wood and debris as it undermined driveways and smaller structures and flowed into basements.
Bransfield said there was damage to five town buildings, the worst was at Brownstone Intermediate School on Main Street. She says that just about all the basement and first floor rooms had some kind of flooding.
The rooms that were used for the Kids Blast and Pre-School programs had water in them. In some places, the water was 18 inches deep, she said.
In the three rooms used for youth activities, the J.P. McGuire company of Waterbury, ripped up the floor and about 2 foot of wall panels and boards above the floor to eliminate moisture laden materials.
The McGuire company specializes in dealing with and repairing water damage.
Bransfield said repairs will be made and that a new stove and refrigerators will be installed. Some floor tiles were removed and were being tested for asbestos. Results will be known sometime next week and the company is prepared to do an abatement program if the test is positive.
Boxes of books stored by the Friends of the Library were lost in the old Woods Room. The books were being collected for the Portland Library book sale That room will be totally rebuilt.
She said six 30-yard dumpsters were filled with debris so far and will be trucked away. The McGuire company also has a number of industrial sized machines with built-in fans on scene to help dry out the buiding thoroughly and suck out water vapor.
Bransfield was told the job at BIS will be done in about 30 days or before the opening of school.

This weekend I learned to finish drywall. For some time I thought painting—cutting in, specifically—was the only activity more frustrating than golf. But then my dad handed over a roll of sticky yellow tape, a bucket—roughly the size of Lake Michigan—containing joint compound (i.e., “mud”), a sanding block, and shiny spatulas of various widths. “The basic idea,” he explained, “is to make the seams between the drywall sheets disappear.” Apply mud over the tape and then, after it dries, sand away the rough spots. Do that again. And again. No problem!
